Referring to verse 7. (Ephesians 4, ⁸ Wherefore he saith, When he ascended up on high, he led captivity captive, and gave gifts unto men), (Ephesians 4, ⁷ But unto every one of us is given grace according to the measure of the gift of Christ). 

Messianic Psalm of victory. (Psalm 68, ¹⁸ Thou hast ascended on high, thou hast led captivity captive: thou hast received gifts for men; yea, for the rebellious also, that the Lord God might dwell among them).

he saith: God speaks to us through His Word. ascended: After His ascension, Jesus ascended on high. Jesus is the Conqueror of sin, death, and hell. (Ephesians 4, ⁸ Wherefore he saith, When he ascended up on high, he led captivity captive, and gave gifts unto men).

1 Peter 3, ¹⁸ For Christ also hath once suffered for sins, the just for the unjust, that he might bring us to God, being put to death in the flesh, but quickened by the Spirit:¹⁹ By which also he went and preached unto the spirits in prison; ²⁰ Which sometime were disobedient, when once the longsuffering of God waited in the days of Noah, while the ark was a preparing, wherein few, that is, eight souls were saved by water.

God gave each one different gifts. He gives us supernatural gifts. Each has His function. (Ephesians 4, ⁸ . . . and gave gifts unto men). 

All good things comes from God. He gave us the Holy Spirit. (James 1, ¹⁵ Then when lust hath conceived, it bringeth forth sin: and sin, when it is finished, bringeth forth death).

List of gifts given for the edifying of the church. (Ephesians 4, ¹¹ And he gave some, apostles; and some, prophets; and some, evangelists; and some, pastors and teachers; ¹² For the perfecting of the saints, for the work of the ministry, for the edifying of the body of Christ).
